No, identification with a passport is not possible.
At the moment, only those who have an identity card with an activated eID function (German National Identity Card with Electronic Identification, eID Card, Electronic Residence Permit) can activate the KulturPass budget and use the app fully. Without this function it is unfortunately not possible to activate the budget. Identification with an analogue identity card/passport is not possible, even in exceptional cases.
