Are only 18-year-olds with German citizenship eligible for the KulturPass?

No, the KulturPass is available to all young people living in Germany and born in 2005 and 2006, regardless of their nationality. During the registration process, users must provide documents proving their residence in Germany - their nationality is irrelevant. 

The eID function, which is used to verify identity during the registration process, is available to German citizens via the German National Identity Card, to EU and EEA citizens via the eID Card, and to non-EU foreigners via the electronic residence permit (“elektronischer Aufenthaltstitel/eAT”). 

Our aim is to give all eligible young people access to the KulturPass (HelpCenter article) - including those who do not have the possibility to obtain an ID card with an online function. This applies, for example, to refugees in the asylum procedure or with tolerated stay permit as well as people with disabilities who are exempt from the obligation to have an ID card.
